Was born on June 7, 1960 in Baku.

In 1967, he entered secondary school No. 175 in Baku and left it in 1977.

In 1977, he entered the full-time department of the Faculty of Law of the Azerbaijan State University and graduated in 1982.

From 1982 to August 1, 1985, he worked as a specialist, junior researcher at the Azerbaijan Scientific Research Institute of Forensic Science of the Ministry of Justice of the Azerbaijan SSR.

Since August 1, 1985, he worked in the prosecutor's office. He worked as a senior assistant, deputy prosecutor of the South Caspian Water Prosecutor, deputy prosecutor for water transport, department prosecutor in the Baku City Prosecutor's Office.

In 2004, he worked as a department prosecutor in the General Prosecutor's Office of the Republic of Azerbaijan.

From July 28, 2007, he held the position of Chairman of Baku Economic Court No. 2, from January 1, 2011 - Chairman of Administrative-Economic Court No. 2, from February 25, 2016 - Chairman of Baku Administrative-Economic Court No. 1, from December 30, 2019 to July 3, 2025 - Chairman of Khatai District Court of Baku.

On 4 July 2025, on the proposal of the President of the Republic of Azerbaijan, he was appointed a judge of the Constitutional Court by the decision of the Milli Majlis of the Republic of Azerbaijan.
