Farhad
Tutayuk was born on January 18, 1978 in the city of Nakhchivan.
In
1994, he graduated from the secondary school No. 3 in the city of Nakhchivan
and entered the Faculty of Law of Baku State University. In 1998, he graduated
with honors from the same faculty with the bachelor's degree, and in 2000, he
graduated with honors with the master's degree.
He
began his career in 2000 as a consultant to the Department of Legislation and
Legal Awareness of the Ministry of Justice of the Republic of Azerbaijan; from
2001 to 2006, he worked as a leading consultant and senior consultant of that
department; from 2006 to 2007 as an assistant to the Deputy Minister of Justice.
From
2007 to 2022, he worked as consultant, leading consultant, senior consultant,
chief consultant and sector head of the Department of Legislative and Legal Expertise
of the Administration of the President of the Republic of Azerbaijan; from 2022
to 2025, he was the sector head of the Department of Legislative and Legal
Policy.
On
July 4, 2025 on the proposal of the President of the Republic of Azerbaijan, he
was appointed a judge of the Constitutional Court by the decision of the Milli
Majlis of the Republic of Azerbaijan,
By
the Order of the President of the Republic of Azerbaijan dated June 22, 2016,
he was awarded the medal "For the Merits in Civil Service".
By
the Order of the President of the Republic of Azerbaijan dated June 22, 2023,
he was awarded the medal "Taraggi" (Progress).
He
has a PhD in Law.
He is
married and has two children.
