Was born on December 5, 1958 in Baku. In 1965 he entered the secondary school N189 and left it in 1975. The same year he entered the law faculty of Moscow State University named after M.V.Lomonosov and graduated in 1980.

In 1980 he started working at the Supreme Court of the Republic of Azerbaijan - first as advisor, then as chief advisor and from 1985 as Head of Department of the Supreme Court.

In 1990 by the resolution of Supreme Council of the Republic of Azerbaijan he was elected to the post of Judge of the Supreme Court of the Republic of Azerbaijan and remained on this post till 2000.

In September 2000 he was appointed to the post of the Deputy Chairman of the newly set up Court of Appeal of the Republic of Azerbaijan.

On June 25, 2003 by the Decree of the President of the Republic of Azerbaijan following the approval of Milli Maclis of the Republic of Azerbaijan he was appointed to the post of the Chairman of Constitutional Court of the Republic of Azerbaijan.

On June 24, 2013 by the Decree of the President of the Republic of Azerbaijan following the approval of Milli Maclis of the Republic of Azerbaijan he was repeatedly appointed to the post of the Chairman of Constitutional Court of the Republic of Azerbaijan.

Along with contribution into implementation of justice in Azerbaijan he actively participated in drafting of some legislative acts.

He is a Doctor of Law and carries out the educational work and scientific activities.

He is the Chairman of the Specialized Council for the defense of master's theses in "Jurisprudence" and "International Law" at Baku State University and the Chairman of the Specialized Scientific Council for the master's level in the specialty of Jurisprudence at the Academy of Public Administration under the President of the Republic of Azerbaijan. 

At the same time, he is a member of the Dissertation Council ED 2.45 of the Higher Attestation Commission under the President of the Republic of Azerbaijan, operating at the National Aviation Academy.

On July 16, 2009 by the Decree of the President of the Republic of Azerbaijan he was awarded with a title “Honoured Lawyer”. 

By Decree of the President of the Republic of Azerbaijan of December 5, 2018 he was awarded with the Order of “Shohrat”.

By Decree of the President of the Republic of Azerbaijan of May 27, 2019 he was awarded with the jubilee medal “100th anniversary of the Azerbaijan Democratic Republic (1918-2018)”.

By Decree of the President of the Republic of Kazakhstan of August 12, 2020 for services in strengthening cooperation between states he was awarded with the Order of "Friendship" of the II degree.

He is member of the Commission of the Republic of Azerbaijan for the Fight against Corruption.  

Married, has two children.
