On October 28-30, a delegation led by the Chairman of
the Constitutional Court Farhad Abdullayev visited Madrid (Spain) at the
invitation of the President of the Constitutional Court of the Kingdom of Spain
Cándido
Conde-Pumpido Tourón, presiding at the
World Conference on Constitutional Justice, and the Venice Commission of the
Council of Europe, which supports the activities of its Secretariat, to
participate in the VI Congress on the topic "Human Rights of Future
Generations".
In 2011, the Constitutional Court of the Republic of
Azerbaijan was elected as a full member of the World Conference on
Constitutional Justice, which has been operating since 2009. Congresses of the
Conference were held at various times in Cape Town (South Africa), Rio de
Janeiro (Brazil), Seoul (South Korea), Vilnius (Lithuania) and on the island of
Bali (Indonesia).
Before the event, a number of meetings of groups
belonging to the Bureau of the World Conference on Constitutional Justice,
whose members are the constitutional courts of Europe and Asia, including the
Constitutional Court of the Republic of Azerbaijan, took place.
The Congress held sessions "Protection of natural
resources and the environment," "Protection of the cultural heritage
of mankind," "Access to scientific knowledge and new
technologies" and "Independence of constitutional courts."
Discussions and a wide exchange of views on the
reports presented at the Congress took place, and at the final meeting the
national reports of the rapporteurs were heard and the Madrid communiqué was
adopted. The document noted that the right to live in a favorable environment
is one of the most important human rights. The importance of the contribution
of constitutional courts to the protection of cultural heritage and special
attention to the protection of personal data when using digital technologies
was also emphasized.
At the official closing ceremony of the Congress, King
Felipe VI of Spain welcomed the participants and expressed confidence that the
Congress would play an important role in expanding international cooperation
between constitutional courts.
During the visit, the Azerbaijani delegation held working meetings with the chairmen and judges of constitutional courts of a number of countries, discussing legal issues.
